For the financial year 2024-2025, Lancashire County Council has been allocated £8,174,432 to provide community drug and alcohol services to the adult population, as well as £220,493 to provide residential/inpatient drug and alcohol detox programmes.  As a county, there are varying rates of dependency. On average, for the North West there are an average of 21.82 users among a population of 1,000 adults. Within Lancashire, as a whole, the figure is 22.26 per 1,000. However, when these figures are broken down they show that for Blackburn-Darwen the figures are 27.9 per 1000 and for Blackpool: 55.7.

The most recent estimates suggest that there are as many as 9.1 opioid dependent adults per 1000 adults in Lancashire, as a whole. This is only slightly above the average rate for England at 8.9. However, for two areas of Lancashire, Blackburn-Darwen and Blackpool, the figures are significantly worse with 18.8 and 23.5 per 1,000: respectively. 

Contained within the last set of published figures (2021) were treatment outcome statistics for treatment episode completions. During this period, 5.7% of opioid dependent adults (over the age of 18) successfully completed treatment. Furthermore, they did not re-present to services within a six month period. This is aligned to the average for England at 5%. 

On a positive note, those using services in 2021 (over 18 year olds) showed a higher level of treatment completion than the average for England (34.3%) at 37.6%. For Blackburn-Darwen this was 50.6% and for Blackpool: 35%.

Deaths attributed by coroners as being caused by drug dependency were not far away from the average of England (5.0) at 4.8 per 100,000. However, Blackburn-Darwen had a rate of 9.1 while Blackpool’s was 22.1 which is the highest in the country. 

During the years 2017-2020 there were 365 recorded hospital admissions, across the county, dur to drug misuse. This gives an average of 83.9 per 100,000 adults which is close to the average for England at 81.2. Unfortunately, Blackpool had a rate of 167.2 per 100,000. Blackburn-Darwen has a rate of 110.5. 

With regards to alcohol in Lancashire, there were 7,935 admissions directly linked to excessive drinking in the 12 months to March 2018. That’s four per cent more than five years earlier. The data only includes patients suffering conditions which are entirely attributable to alcohol abuse, such as liver cirrhosis.
