For the financial year 2024-2025, Lancashire County Council has been allocated £8,174,432 to provide community drug and alcohol services to the adult population, as well as £220,493 to provide residential/inpatient drug and alcohol detox programmes. Contained within the last set of published figures (2021) were treatment outcome statistics for treatment episode completions. During this period, 5.7% of opioid dependent adults (over the age of 18) successfully completed treatment. Furthermore, they did not re-present to services within a six month period. This is aligned to the average for England at 5%.
On a positive note, those using services in 2021 (over 18 year olds) showed a higher level of treatment completion than the average for England (34.3%) at 37.6%. For Blackburn-Darwen this was 50.6% and for Blackpool: 35%.
Deaths attributed by coroners as being caused by drug dependency were not far away from the average of England (5.0) at 4.8 per 100,000. However, Blackburn-Darwen had a rate of 9.1 while Blackpool’s was 22.1 which is the highest in the country.
During the years 2017-2020 there were 365 recorded hospital admissions, across the county, due to drug misuse. This gives an average of 83.9 per 100,000 adults which is close to the average for England at 81.2. Unfortunately, Blackpool had a rate of 167.2 per 100,000. Blackburn-Darwen has a rate of 110.5.
